What are you proposing to do?

Enter into the construction contract to carry out the Catterick Garrison Town Centre Regeneration Project on the terms principally contained in this report; and

Delegate to the Corporate Director of Community Development and the Corporate Director of Resources, in consultation with the Executive Member for Open to Business, to agree the final terms of the construction contract within the established budget.

Why are you proposing this? What are the desired outcomes?

This report provides an update on the Catterick Garrison Regeneration Project, and in particular the progress the council and the Defence Infrastructure Organisation (DIO) have made against the pre-construction conditions contained in the Collaboration Agreement overseeing the delivery of the Project.

A procurement process has been undertaken by the council to select a contractor and the council has been working with the selected contractor, Willmott Dixon, as part of the early contractor involvement stage.  The council is now in a position to agree the final terms of the construction contract with a view to commencing on site in January 2025.

Does the proposal involve a significant commitment or removal of resources? Please give details.

No, the process only requires delegation of powers to

enable a timely approval to agree the final terms of

the construction contract within the established budget.

Impact on people with any of the following protected characteristics as defined by the Equality Act 2010, or NYCC’s additional agreed characteristics

As part of this assessment, please consider the following questions:

·       To what extent is this service used by particular groups of people with protected characteristics?

·       Does the proposal relate to functions that previous consultation has identified as important?

·       Do different groups have different needs or experiences in the area the proposal relates to?

If for any characteristic it is considered that there is likely to be an adverse impact or you have ticked ‘Don’t know/no info available’, then a full EIA should be carried out where this is proportionate. You are advised to speak to your Equality rep for advice if you are in any doubt.

Does the proposal relate to an area where there are known inequalities/probable impacts (e.g. disabled people’s access to public transport)? Please give details.

No however there are areas of significant health concerns in terms of obesity and in activity. This project will help to alleviate these through provision of improvements in active travel ( cycle ways ) and activities in Coronation Park.

Will the proposal have a significant effect on how other organisations operate? (e.g. partners, funding criteria, etc.). Do any of these organisations support people with protected characteristics? Please explain why you have reached this conclusion.

Yes, as part of the initial community consultation and ongoing engagement with neighbouring groups working with people with protected characteristics were and are being consulted. This provision will support people with disabilities with new community facilities such as a changing place and community garden and provide a centre and activities where the community can come together.
